Job Summary:

The Senior Data and Surveillance Analyst will work as both the Monitoring and Evaluation (M&E) Officer for the STRIDES Ethiopia project and the technical lead for surveillance data analysis, assisting with the implementation and performance monitoring of STRIDES activities in Ethiopia. The position will be responsible for data analysis, risk assessment, and surveillance performance reviews in order to identify gaps, improve data quality, and guide evidence-based corrective actions across polio and other infectious disease surveillance systems. Working in close collaboration with the Federal Ministry of Health, Ethiopian Public Health Institute, Regional Health Bureaus, and GPEI partners, the Analyst will support the collection, validation, analysis, and interpretation of surveillance data, including AFP, environmental surveillance, and related indicators, as well as contribute to the development and implementation of M&E systems, tools, and indicators aligned with project objectives to ensure data accuracy. S/He will lead routine surveillance performance reviews, assist in the identification of high-risk and underperforming areas, and provide technical recommendations to strengthen surveillance systems and program effectiveness, as well as support the development of dashboards, reports, and data visualizations to improve data use across stakeholders. The Data and Surveillance Analyst will collaborate closely with project teams and headquarters staff to monitor progress against work plans, evaluate program effectiveness, and assist with the preparation of technical deliverables such as reports, presentations, and analytical briefs, all while contributing to work planning and ensuring that project implementation is informed by high-quality data and aligned with Ethiopia’s national priorities.

About You

Education:

Bachelor’s degree. Master’s degree (preferred or international equivalent) in epidemiology, research public health, or other health fields relevant to the duties of this position.

Experience:

  • Typically requires six years of relevant experience in public health, epidemiology, surveillance systems, or monitoring and evaluation, with a strong emphasis on data analysis, performance monitoring, and data-driven decision-making.
  • Extensive experience analyzing and interpreting surveillance data (e.g., AFP, environmental surveillance, or other public health data systems) to evaluate performance, identify gaps, and support program improvement.
  • Experience supporting or implementing monitoring and evaluation systems, including the creation of indicators, data collection tools, data quality assurance procedures, and performance review mechanisms.
  • Proven experience collaborating with government counterparts and partners, such as Ministries of Health, national public health institutes, or similar organizations, to improve surveillance and data use for program planning and decision-making.
  • Experience creating technical reports, analytical briefs, dashboards, or presentations to communicate data findings and program performance to a variety of stakeholders.
  • Knowledge of current practices and approaches in public health surveillance, data systems, and monitoring and evaluation, as well as experience working in complex or resource-constrained environments.
  • Demonstrated ability to work effectively in multidisciplinary teams and collaborate with technical and program staff to incorporate data into program implementation and strategy.
  • Prior experience with an international NGO, government agency, or private sector organization that supports public health, surveillance, or data-related programs is preferred.

Applied Knowledge and Skills:

  • Epidemiology, public health surveillance systems, and monitoring and evaluation (M&E) concepts have all been demonstrated, as has the analysis of surveillance indicators such as AFP and environmental surveillance data.
  • Experience using surveillance data management platforms like DHIS 2.
  • Strong analytical and problem-solving skills, including the ability to interpret complex surveillance data, identify performance gaps, conduct risk assessments, and make actionable recommendations to improve program outcomes.
  • Capability to plan, prioritize, and manage multiple data and M&E-related activities while ensuring timely delivery of high-quality outputs in a dynamic and changing operational environment.
  • Understanding of Ethiopia’s national public health and surveillance context, including knowledge of factors influencing program implementation such as policy, operational, and health system dynamics.
  • Ability to clearly and effectively communicate complex data and analytical findings to both technical and non-technical audiences using reports, dashboards, presentations, and data visualizations.
  • Proven ability to work effectively with multidisciplinary teams, including STRIDES staff, government counterparts, and GPEI partners, to support data-driven decision-making and program execution.
  • Ability to influence and support stakeholders in data-driven planning, prioritization, and performance improvement, including facilitating surveillance review discussions and promoting evidence-based actions.
  • Strong interpersonal and coordination skills, as well as the ability to establish relationships, facilitate discussions, and help government counterparts and partners reach agreements.
  • Demonstrated initiative and accountability, as well as the ability to work independently, make sound decisions, and adapt to changing program requirements and priorities.
  • Excellent and demonstrated leadership abilities.
  • Must be able to read, write, and speak fluent English.
  • Must be able to read, write, and speak fluent Amharic.

Technical requirements:

  • Leads the day-to-day implementation of STRIDES Ethiopia’s surveillance data analysis, monitoring, and evaluation (M&E) activities, which include routine reviews of epidemiological data and surveillance performance at the national and subnational levels.
  • Uses strong analytical judgment to choose appropriate methods, tools, and evaluation approaches to assess surveillance system performance, identify gaps, and generate actionable insights with minimal supervision.
  • Provides technical advice to project staff and counterparts on surveillance data analysis, performance monitoring, and the use of epidemiological data to inform program implementation and corrective actions.
  • Supports strategic planning and implementation of surveillance and monitoring and evaluation activities, ensuring alignment with project objectives and integration with other technical areas such as laboratory systems, surveillance operations, and outbreak response.
  • Collaborates with STRIDES country teams, headquarters staff, and the Monitoring, Evaluation, and Learning (MEL) team to monitor project performance, improve data systems, and ensure timely and accurate reporting.
  • Collaborates with the Federal Ministry of Health, Ethiopian Public Health Institute, Regional Health Bureaus, and GPEI partners to improve surveillance performance, validate data, and identify high-risk or underperforming areas.
  • Contributes to the creation and refinement of surveillance indicators, reporting tools, dashboards, and data visualization products to enhance data use for decision-making at all levels.
  • Contributes technical expertise to national and project-level guidelines, tools, and standard operating procedures for surveillance data management, analysis, and performance monitoring.
  • Prepares and contributes to technical reports, analytical briefs, and presentations to share surveillance findings, program performance, and recommendations with internal and external stakeholders.
  • Other duties as assigned in support of the STRIDES Ethiopia project implementation.

Project Design and Implementation:

  • Collaborates with project management and technical teams to create, implement, monitor, and modify work plans, budgets, presentations, and reports, ensuring that surveillance data analysis and M&E activities are in line with STRIDES Ethiopia’s goals and national priorities.
  • Work closely with the STRIDES technical, programmatic, and Monitoring, Evaluation, and Learning (MEL) teams to ensure that surveillance and data-related activities are carried out in accordance with award requirements, approved work plans, and FHI 360 policies and procedures.
  • Supports the integration of data-driven decision-making across project components by ensuring that surveillance data, performance indicators, and analytical outputs are used to inform program implementation, high-risk area prioritization, and corrective actions.
  • Collaborates with the STRIDES Finance and Administrative team as needed to assist with budgeting and planning for data-related activities such as assessments, trainings, and performance review processes.
  • Analytical and problem-solving skills are used to identify and address operational and programmatic challenges in surveillance performance, data quality, and reporting systems, as well as to propose practical, evidence-based solutions.
  • Contributes to the planning and execution of surveillance strengthening activities, such as developing and refining surveillance strategies, frameworks, and performance monitoring approaches that are aligned with national systems and priorities.
  • Collaborates with the Federal Ministry of Health, Ethiopian Public Health Institute, Regional Health Bureaus, and GPEI partners to provide technical support for surveillance data systems, performance monitoring, and the use of epidemiological data to support national goals and targets.
  • Supports the creation and implementation of tools, dashboards, and reporting systems to increase data availability, accessibility, and use in decision-making at the national and subnational levels.
  • Contributes to routine and ad hoc technical reports, presentations, and analytical products that communicate surveillance performance, risks, and recommendations to internal and external stakeholders.

The expected hiring salary range for this role is USD 21,333 to USD 30,000 per year for base salary. When determining an offer amount, FHI 360 takes into account a variety of factors, including the applicant’s relevant years of experience and education, internal equity, market pay, and budget.
